And yet Africa remains, in net terms, a food importer. The continent spends tens of billions of dollars annually importing food that, on paper, it has more than enough land and labor to produce domestically. This is one of the starkest and most consequential paradoxes in the African economy: the region with the greatest agricultural potential on Earth cannot reliably feed itself, let alone fulfill the larger role its land endowment suggests it could play in global food security.
Understanding why this paradox persists — and what would actually be required to close it — matters enormously, both for Africa's own food security and for the role the continent could play in addressing a genuinely global challenge.
The Productivity Gap Behind the Paradox
The starting point for understanding Africa's agricultural underperformance is not land scarcity but productivity. African farmland, on average, produces a fraction of the yield per hectare achieved in regions like North America, Europe, or increasingly parts of Asia and Latin America, for staple crops including maize, wheat, and rice. This yield gap, more than any shortage of cultivable land, explains why a continent with such enormous land potential still struggles to produce enough food for its own population.
The yield gap is driven by a combination of factors that compound each other. Smallholder farmers, who produce the substantial majority of Africa's agricultural output, frequently lack access to improved seed varieties, appropriate fertilizers, and modern agricultural techniques that have driven yield improvements elsewhere in the world. Irrigation infrastructure remains minimal across much of the continent, leaving the large majority of African agriculture entirely dependent on rainfall patterns that are increasingly unpredictable due to climate change. Mechanization remains limited, with much of African agriculture still performed through manual labor that constrains both the scale of land that can be effectively cultivated and the efficiency of that cultivation.
The Infrastructure and Market Access Problem
Even where productivity is reasonable, a second major barrier prevents African agriculture from translating production into the kind of reliable supply that food security, domestic or global, actually requires: the infrastructure connecting farms to markets.
Post-harvest losses across African agriculture run dramatically higher than in regions with developed agricultural logistics infrastructure, with a significant share of crops that are successfully grown never reaching consumers due to inadequate storage, processing, and transportation infrastructure between farm and market. Grain that rots in inadequate storage, produce that spoils on poor-quality roads before reaching urban markets, and crops that cannot be efficiently aggregated from scattered smallholder farms into the volumes that larger buyers and export markets require all represent agricultural production that exists but never functionally contributes to either domestic food security or export potential.
This infrastructure gap is not primarily about the absence of any infrastructure at all, but about the absence of the specific, often unglamorous infrastructure — rural roads connecting farms to markets, cold storage and grain storage facilities, processing capacity that allows raw agricultural output to be converted into stable, transportable, higher-value products — that most directly determines whether agricultural production actually reaches the people who need it.
The Financing Gap That Constrains Everything Else
Underlying both the productivity gap and the infrastructure gap is a financing gap that makes it extremely difficult for African farmers and agribusinesses to access the capital required to address either problem.
Smallholder farmers, who comprise the overwhelming majority of African agricultural producers, are systematically underserved by formal financial institutions, which typically view agricultural lending as high-risk given the absence of formal land title that could serve as collateral, the inherent unpredictability of weather-dependent yields, and the historically thin track record of agricultural credit performance in many markets. This leaves the majority of African farmers dependent on informal credit sources, personal savings, or simply foregoing the investments in improved seeds, fertilizer, or irrigation that would meaningfully improve their yields.
Agribusinesses operating at larger scale — processing companies, aggregators, export-oriented operations — face a related but distinct financing challenge: the working capital requirements of agricultural businesses are often substantial and seasonal in ways that do not fit neatly into standard commercial lending products, while the longer-term capital required for the processing infrastructure, storage facilities, and logistics networks that would close Africa's infrastructure gap requires patient, often blended finance that remains in shorter supply than the opportunity would justify.
Why This Is Changing, and Why It Matters Now
Despite the scale of these challenges, several converging trends suggest African agriculture may be approaching a genuine inflection point, making this a moment of particular strategic significance rather than simply a continuation of decades-old underperformance.
Climate change is disrupting agricultural production in traditional global breadbasket regions in ways that are increasingly difficult to ignore, raising the strategic value of any region, including Africa, capable of expanding agricultural output as other regions face mounting climate-related production constraints. This is shifting the calculus for international agricultural investment, development finance, and food security policy in ways that increasingly point toward African agricultural potential as a genuine, rather than purely theoretical, solution to looming global food security challenges.
Digital technology is beginning to address some of the most persistent barriers to African agricultural productivity in ways that were not previously available. Mobile-based agricultural advisory services are providing smallholder farmers with access to agronomic expertise — optimal planting times, pest identification, fertilizer application guidance — that was previously available only through expensive in-person extension services with limited reach. Digital platforms are beginning to address the market access gap by connecting smallholder farmers more directly with buyers, reducing the layers of intermediaries that have historically captured much of the value between farm and final market. Mobile money and increasingly sophisticated agricultural fintech products are beginning to address the financing gap by using alternative data sources — satellite imagery of crop conditions, mobile money transaction history, even weather data — to assess agricultural credit risk in ways that do not depend on the formal collateral and credit history that has historically excluded most smallholder farmers from formal lending.
Private investment in African agribusiness has been growing, with increasing recognition among investors that the sector's historical underperformance reflects fixable structural gaps rather than a fundamentally unviable opportunity. This is particularly visible in higher-value horticultural exports — crops like avocados, macadamia nuts, and blueberries that command premium prices in international markets and have attracted significant new investment in African production capacity over the past several years, demonstrating that where the financing, infrastructure, and market access gaps are successfully addressed, African agricultural production can compete effectively in demanding global markets.
What Closing the Gap Actually Requires
The path to Africa fulfilling its agricultural potential is not mysterious, even if it is demanding, and it requires coordinated action across the specific barriers outlined above rather than any single intervention.
Productivity improvement requires sustained investment in extension services, improved seed varieties suited to local conditions, and irrigation infrastructure that reduces dependency on increasingly unpredictable rainfall — investment that has historically been underfunded relative to its demonstrated returns but that digital advisory tools are beginning to deliver more cost-effectively than traditional in-person extension models could achieve.
Infrastructure investment, particularly in rural roads, storage, and processing capacity, requires the kind of patient, long-horizon capital that development finance institutions are best positioned to provide, often in partnership with private capital that can scale successful models once the underlying infrastructure de-risks the broader investment case.
Financing innovation needs to continue building on the early success of alternative-data agricultural lending models, expanding the population of smallholder farmers and agribusinesses who can access the capital required to invest in the productivity and infrastructure improvements that would close the broader gap.
Policy needs to prioritize agricultural trade facilitation, both within Africa through the African Continental Free Trade Area's agricultural provisions and in international trade relationships, recognizing that production improvements alone do not translate into economic value without the market access to monetize them effectively.
The Stakes Are Larger Than Africa Alone
The question of whether Africa closes its agricultural productivity gap is not simply a question about African food security, significant as that is in its own right. It is increasingly a question with direct relevance to global food security, as climate change constrains agricultural output in traditional production regions and the world looks toward the regions with genuine remaining capacity to expand production.
Africa's sixty percent share of the world's uncultivated arable land represents one of the most significant underutilized resources on the planet, at precisely the moment in global history when that resource's strategic value is rising fastest. Closing the productivity, infrastructure, and financing gaps that currently prevent Africa from realizing this potential is not simply a development objective. It is increasingly a global necessity — and the countries, companies, and investors who recognize this and act accordingly will be positioned at the center of one of the most consequential economic and humanitarian opportunities of the coming decades.
Africa can feed the world. Whether it does depends entirely on whether the deliberate, coordinated investment required to close these gaps happens with the urgency the opportunity, and the stakes, actually deserve.
