Digital Payments in Africa: The Infrastructure Revolution Enabling a New Economy

Africa's digital payments landscape has been one of the continent's great success stories of the past 15 years: a genuine transformation from a cash-dominated economy with almost no digital payment infrastructure to a region that processes over $700 billion in mobile money transactions annually and has produced some of the world's most innovative payment companies.

The Mobile Money Foundation
Africa's digital payments revolution began with M-Pesa — Safaricom's mobile money service launched in Kenya in 2007, which demonstrated that a simple mobile phone could enable financial transactions for people without bank accounts. M-Pesa's success was not immediate: it required regulatory permissions from the Central Bank of Kenya that were given cautiously, distribution infrastructure through a network of human agents that was expensive to build, and consumer trust that accumulated over years of reliable service. The combination worked: M-Pesa is now used by over 30 million Kenyans and processes transactions equivalent to a significant fraction of Kenya's GDP annually.
M-Pesa's success catalysed a continent-wide mobile money expansion. MTN Mobile Money, Airtel Money, Orange Money, Wave, Tigo Pesa, and dozens of national and regional mobile money services have collectively brought digital payment capability to hundreds of millions of Africans who remain outside the formal banking system. In Sub-Saharan Africa, mobile money accounts outnumber bank accounts in a growing number of countries — a reversal of the relationship between banking and digital payments that has no equivalent in developed market economies.
The Payment API Layer: Enabling Digital Commerce
The layer that transformed mobile money from a peer-to-peer transfer service into a commerce-enabling infrastructure is the payment API — the technical interface that allows businesses to accept mobile money payments programmatically, integrated into websites, apps, and other digital services. Flutterwave, Paystack (acquired by Stripe), Chipper Cash, and dozens of other African fintech companies have built the API infrastructure that enables an African e-commerce company to accept M-Pesa, MTN Mobile Money, Airtel Money, credit cards, and bank transfers through a single technical integration.
The significance of this API layer cannot be overstated. Before it existed, accepting mobile money payments required individual integration with each mobile money operator — a complex, time-consuming process that was beyond the technical and commercial capacity of most small businesses. With payment API aggregators, a small business can accept payments from across Africa's fragmented payment landscape through a single integration in hours rather than months.
Cross-Border Payments: The Remaining Frontier
Despite Africa's payments infrastructure progress, cross-border payments within Africa remain expensive, slow, and unreliable. Sending money from Nigeria to Kenya — or from Côte d'Ivoire to Senegal — typically involves correspondent banking relationships, multiple intermediary fees, and settlement times of 1–5 business days. The cost of intra-African remittances averages approximately 8–10% of the transaction value — the highest remittance corridor cost of any world region.
The AfCFTA (African Continental Free Trade Area), which aims to eliminate tariffs and barriers to intra-African trade, includes financial services provisions — but payment infrastructure harmonisation requires technical and regulatory coordination among 54 countries' financial regulators, a process that will take years. In the meantime, fintech companies including Chipper Cash, Lemfi, and several others are building cross-border payment infrastructure for specific corridors, progressively reducing costs and improving reliability for the intra-African transactions that the broader economic integration agenda requires.
The Regulatory Environment
Payment regulation in Africa is becoming increasingly sophisticated — and increasingly complex. The Central Bank of Nigeria's regulatory interventions in fintech (including the landmark 2022 guidelines that imposed new licensing requirements on payment companies), Kenya Central Bank's progressive but complex payment regulation, and South Africa's Financial Sector Conduct Authority's evolving framework for digital payments all reflect genuine regulatory maturation alongside compliance complexity that smaller payment companies struggle to navigate. Regulatory compliance is now a significant competitive moat for well-resourced payment companies — they can absorb the compliance costs that price smaller competitors out of certain activities.
The Future: Interoperability and Real-Time Payments
The defining payments infrastructure challenge of 2025 is interoperability — enabling transactions between different mobile money and banking systems without requiring the sender and receiver to use the same provider. Rwanda and Tanzania have achieved meaningful interoperability between major mobile money providers. Ghana's Ghana Interbank Payment and Settlement Systems (GhIPSS) enables cross-provider instant payments. Kenya's PesaLink enables real-time interbank transfers. As interoperability expands, the friction of Africa's fragmented payments landscape will progressively reduce, enabling the seamless digital commerce that the continent's transaction volume potential demands.
