Every visible layer of Africa's digital economy — the mobile money transactions, the e-commerce orders, the video calls, the streaming content, the startup applications — rests on an invisible foundation of physical and software infrastructure that most users never think about and most business analyses undervalue. Cables carrying data across ocean floors. Data centers housing the servers that process transactions and store information. Fiber networks threading through city streets. Payment switching systems routing money between institutions. Cloud platforms running the applications that millions of Africans use daily.
The companies building and operating this infrastructure are not the most visible names in African technology. They do not generate the startup valuations that attract investor headlines or the consumer brand recognition that media celebrates. But they are, in a meaningful sense, the most strategically important companies in Africa's digital economy — because every other digital business depends on the infrastructure they provide, and the quality, coverage, and cost of that infrastructure directly determines how fast and how broadly Africa's digital economy can grow.
Subsea Cable Infrastructure
Africa's connection to the global internet runs through a network of undersea fiber optic cables that have expanded dramatically over the past fifteen years. The landmark cables that now ring the continent and connect it to global networks represent billions of dollars of infrastructure investment by a combination of telecommunications consortiums, technology companies, and development finance institutions.
The 2Africa cable, a consortium-backed project involving Meta, China Mobile, MTN, Orange, Telecom Egypt, Vodafone, and others, is one of the most ambitious subsea cable projects in history — a 45,000-kilometer cable system encircling Africa and connecting it to Europe, the Middle East, and Asia. When fully operational, it will dramatically expand bandwidth capacity and reduce costs for African internet users and businesses.
SEACOM, one of the first privately funded subsea cables serving East Africa, has been operating since 2009 and has provided the bandwidth foundation that enabled East Africa's technology ecosystem to develop. EASSy (Eastern Africa Submarine System) and WACS (West Africa Cable System) are similar consortium cables providing capacity to East and West Africa respectively.
Google's Equiano cable, running from Europe to South Africa with branches connecting multiple West African countries, represents a significant tech company investment in African internet infrastructure that reflects both the commercial opportunity and the strategic importance of improving African connectivity.
The expansion of subsea cable capacity is reducing bandwidth costs for African internet users and businesses, but the last-mile challenge remains — getting that bandwidth from landing stations to end users in cities, towns, and rural areas still requires significant terrestrial infrastructure investment.
Terrestrial Fiber and Last-Mile Networks
The companies threading fiber through African cities and building the terrestrial networks that connect subsea bandwidth to end users are doing some of the most capital-intensive and operationally complex infrastructure work on the continent.
Liquid Intelligent Technologies (formerly Liquid Telecom) has built one of the most extensive terrestrial fiber networks on the continent, connecting major cities across East, Central, and Southern Africa with a network that spans tens of thousands of kilometers. Liquid's infrastructure is the backbone carrier for a significant portion of Africa's cross-border data traffic.
Wiocc (West Indian Ocean Cable Company) is a similar pan-African fiber carrier operating across East Africa, providing wholesale bandwidth to telecoms, ISPs, and enterprise customers.
In individual markets, national fiber backbone companies are building the terrestrial networks that connect cities within countries. Safaricom in Kenya, MTN and Airtel across multiple markets, and various government-backed broadband initiatives are all contributors to the terrestrial connectivity layer, though coverage and quality vary significantly across markets and between urban and rural areas.
The last-mile challenge — reaching end users in densely populated but often physically complex urban areas and in dispersed rural communities — remains the most difficult and most expensive component of internet infrastructure. Companies using fixed wireless, satellite, and innovative deployment models are attacking different dimensions of this problem.
Starlink, SpaceX's low-earth-orbit satellite internet service, has launched across multiple African markets and represents a potentially transformative capability for rural and remote connectivity where terrestrial infrastructure is uneconomical to deploy. While pricing remains a barrier for many African consumers, Starlink's availability changes the connectivity calculus for rural businesses, schools, healthcare facilities, and community applications that previously had no viable high-speed connectivity option.
Data Centers and Cloud Infrastructure
Africa's data center industry is growing rapidly as demand for digital services increases and as regulatory requirements in several markets push for local data storage. The continent has historically been severely underserved by local data center capacity, forcing African businesses to rely on distant cloud infrastructure with high latency and the additional costs of international bandwidth.
Teraco in South Africa operates the continent's largest carrier-neutral data centers and is the primary interconnection hub for Southern Africa's internet traffic. Its facilities in Johannesburg serve as the meeting point for internet service providers, content delivery networks, cloud providers, and enterprise networks across the southern part of the continent.
RACK CENTRE in Lagos is West Africa's leading Tier III data center, providing the colocation infrastructure that major financial institutions, telecoms, and digital businesses in Nigeria's market require for their critical systems.
Africa Data Centres (ADC), backed by Cassava Technologies, is building a pan-African network of data centers with facilities in multiple countries, providing the regional distributed infrastructure that a continent-wide digital economy requires.
The major global cloud providers — Amazon Web Services, Microsoft Azure, and Google Cloud — have all established African cloud regions, primarily in South Africa, with additional regions planned for other markets. These cloud regions bring enterprise-grade computing infrastructure within the continent for the first time, dramatically reducing latency for African cloud users and enabling data residency for African businesses with regulatory requirements to store data locally.
Payment Infrastructure
The financial infrastructure layer — the systems that route, clear, and settle digital payments across African economies — is a distinct and equally critical component of digital infrastructure, operated by a combination of central banks, interbank networks, and fintech infrastructure companies.
Interswitch in Nigeria built the payment switching infrastructure that enabled electronic payments at scale in one of Africa's largest markets, and has expanded across West Africa. Its Verve card network provides domestic payment card infrastructure in markets where international card networks have limited reach.
DPO Group (now acquired by Network International) built a payment processing and gateway infrastructure serving merchants and businesses across multiple African markets, enabling e-commerce and digital payment acceptance.
MFS Africa has built a pan-African digital payments hub connecting mobile money systems across 35+ African countries, enabling cross-border mobile money transfers that previously required expensive and slow wire transfer alternatives.
Cellulant provides digital payment and agricultural payment infrastructure across multiple African markets, with particular strength in supporting smallholder farmer payment disbursements from agricultural programs.
Why Infrastructure Investment Matters Most
The pattern across every category of African digital infrastructure is the same: the companies that build and operate the foundational layers — connectivity, compute, payments switching — create enabling conditions that multiply the value of everything built on top of them, but capture a relatively modest share of the total value they enable.
This creates an interesting dynamic for both investors and policymakers. Infrastructure investment typically generates returns that are more stable and more predictable than application-layer investment, but lower in absolute magnitude than the most successful application businesses. For investors with long time horizons and interest in the enabling layer of Africa's digital economy, infrastructure companies represent a compelling risk-return profile that is distinct from venture capital investment in application-layer startups.
For policymakers, infrastructure investment is the lever with the highest multiplier on everything else: a dollar invested in fiber connectivity enables returns across every digital business that fiber makes possible; a dollar invested in data center capacity enables returns across every cloud-based application that locally processed data enables. The countries that have prioritized digital infrastructure investment are the ones with the most dynamic digital economies; the causal arrow runs from infrastructure to ecosystem, not the reverse.
The companies building this infrastructure are not the most celebrated names in African technology. But they are the ones on which the celebrated names depend — and on which the next generation of African digital economy success will be built.
